Is it really ok to not to rinse it because after I washed and dried it I could see white powdery substance inside it. Is that normal or not?

the reason why it's not washed is that the detergent prevents static charge buildup which can make the drug stick to the walls of the spacer instead of being dispersed in the air. About the white powder it shouldn't normally be there (make sure to use liquid dishwasher) and you don't need a lot of detergent just a very tiny amount.
